Oracle networking components were not found.

Problem:

Our oracle server had been upgraded to 9i and the server our application was running on was previously using Oracle Client 7.  After installing Oracle Client Tools 9 the app was returning the following error.

The Oracle(tm) client and networking components were not found. These components are supplied by Oracle Corporation and are part of the Oracle Version 7.3 (or greater) client software installation.

Solution: After scouring the web and trying many different suggestions the application could not detect.  I finally located the drive that the app should have being picking up (msdaora.dll) and unregisted & reregisterd it on the machine.  This worked.
